Law No. 2 of 2018 on Universal Health Insurance is mandatory, it works through contracts with public or private providers, and premiums for low-income and vulnerable groups are subsidised. Separately, the Health Insurance Organization covers about 60 per cent of the population. Nothing in those descriptions says that an elective procedure for hair is paid for, so ask your insurer directly, in writing, and keep the answer with your papers.
